i love you?

I know I love him, because he makes me laugh, smile, tells me I'm beautiful, and is perfect. And he's not the best looking guy or anything, but, I don't care, and I still love him.

But if he does all this, why can't he just say "I love you?" all by itself, without any phrases or words or anything in front or behind it? Just a plain "I love you"?
