I love my woman and I want to propose to her, but I keep getting down because I can't afford it. She's been noticing that I've been down lately and she thinks I'm losing interest in her. Which is not the case. I'm hoping to use the money I make off of selling things on eBay to make some money for a ring.

Don't let yourself get down over a money issue. My fiance slipped a $10 Wal-mart ring on my finger in the middle of the night and then held me close and whispered the "question" to me. The important thing is that you let your feelings known and you make it memorable. And you can always explain afterwards that you plan on getting her a bigger ring. If she loves you that much, she'll understand (p.s. I have since gotten a real ring). And do it as soon as possible, once we women know you're the one, we don't wanna wait :)!

Drop some hints. That will build up the excitement for both of you. Pull her into a jewelry store and ask which engagement rings she is fond of. Deny that you have any motives or plans - not too firmly - but don't admit to having plans. You'll make it happen and she will appreciate the effort.

The ring isn't really what the proposal is about (for most women anyway). The proposal is about you wanting to spend the rest of your life together, and making that commitment to one another.
If it is important to you that you do have a nice ring for her, then how about taking her out for a nice night out, or a romantic picnic one day. This wil help to show her that you still care about her, but won't give away the big suprise!!!
